02The subject
How much pressure a country's consumption puts on the natural world, and how far its farms and power supply have moved toward cleaner practice. The pressure is measured as a consumption footprint, which is smallest where people consume least — so countries with low incomes can stand high on this topic whatever their policies, and it is best read beside Development and Economy.
This topic combines two different kinds of measure. One is pressure: how much of the planet's biological capacity a country's own consumption uses. The other is change: how far its farms are managed without synthetic inputs, and how much of the electricity it generates already comes from renewable sources.
Read them together, and read them carefully. A consumption footprint is smallest where people consume least, so countries with low incomes often place well on this topic whatever their environmental policy. That is a true statement about pressure on the planet, not a verdict that those countries are managing their environment better.
What this topic does not measure
