08The measure
The net migration rate is the number of people who moved into a country in a year minus the number who left, for every 1,000 people living there. A positive figure means more arrivals than departures; a negative one means more people left than came.
What the number is: Net migrants per 1,000 population.
What it does not measure
It is arrivals minus departures, so it says nothing about how many people moved in total; a country with large flows both ways can read close to zero.
