08The measure
About govTech maturity
The GovTech Maturity Index is the World Bank's own survey of how far governments have got with digital public services — 48 indicators covering the systems a state runs, what it delivers online, how citizens engage with it, and the skills and rules behind all three.
What the number is: GTMI score (0–1).
What it does not measure
It measures what a government has built, not what it delivers or whether anyone uses it — a state can run a modern platform that few of its citizens can reach. It is also silent on how many people are online, which no publisher licenses for reuse worldwide.
