The index balances three competing goals - energy security, energy equity and environmental sustainability - and all three dimension scores are stored beside the overall one. ⚠ RANKS ARE SHARED BY DESIGN: the Council uses dense ranking and states that countries whose scores differ by less than 0.1 share a rank, so 126 countries occupy only 99 rank positions and Denmark and Sweden are both ranked 1. ⚠ Seven tracked countries (Barbados, Libya, Syria, Taiwan, Ukraine, Venezuela and Yemen) are unranked by the Council and are not included. ⚠ Only one edition exists here and the history cannot extend it: the Council publishes dimension scores back to 2000 but no overall score or rank for those years, and computing one ourselves would invent a figure it never published.
