Hours ACTUALLY worked, not contracted hours. ⚠ NEITHER END IS BETTER, and the ambiguity is real rather than diplomatic: a low figure is a short working week where hours are chosen and underemployment where they are not, and the number alone cannot say which. ⚠ Because it counts hours actually worked, leave, sickness and short time pull it below the contractual week everywhere — it is not a measure of the legal maximum.
