58 reference years (1966–2023), covering 84 to 152 countries, from the OECD's Development Assistance Committee and served through the World Bank's indicator API (DT.ODA.ODAT.GN.ZS). ⚠ NEITHER END IS BETTER: a large number describes dependence on aid AND the attention of donors at the same time, and a falling number can mean a country has grown out of aid or that donors have moved on. Nothing in the figure says which. ⚠ AID CAN EXCEED THE WHOLE ECONOMY, and does — Tuvalu received 260% of its GNI in 1987 and Palau 170% in 1994. ⚠ IT IS NET, so repayments are subtracted and a country can read BELOW ZERO (Grenada, −8.2% in 2022). ⚠ HIGH-INCOME COUNTRIES ARE ABSENT because they are not eligible, not because they receive nothing — this is not a world ranking. ⚠ Years before 1966 report fewer than 80 countries and are not imported.
