21 editions (2005–2025), covering 72 to 81 countries, from the World Bank via its indicator API (IQ.CPA.IRAI.XQ). The Bank’s own rating of how good a borrowing country’s policies and institutions are, averaged across sixteen criteria and scored 1 to 6. ⚠ IT COVERS IDA-ELIGIBLE COUNTRIES ONLY — roughly 75 low-income borrowers. This is not a world table with gaps in it; it is a complete table of one group, and a country’s absence means it does not borrow from IDA. Reading a country’s position as a world rank would be wrong. ⚠ IT IS AN ASSESSMENT BY THE LENDER, scored by Bank staff and used to allocate IDA money, rather than a measurement of anything observable. ⚠ ⚠ No rank is published. A POSITION is derived here (2026-09-10) by ordering the rating. ⚠ THE FIELD IS ONE GROUP, NOT THE WORLD: only IDA-eligible borrowers are rated (78 in 2025), so a position places a country among low-income borrowers, and a missing country is simply not one of them. ⚠ The 2008 edition arrives rounded to one decimal where every other edition carries six or more, so that year alone ties ten deep — a source-precision problem rather than an ordering one.
