It scores how ready a government is to use AI in the public services it delivers, across government, technology-sector and data-and-infrastructure pillars - a capability measure, not a measure of how much AI a country builds. ⚠ The series deliberately starts at 2020: a 2019 edition exists but was scored 0–10 rather than 0–100, and putting the two on one trend line would show every country’s score multiplying tenfold in 2020 as an artefact of the method change. ⚠ The rank is Oxford Insights’ own. In the 2020 edition their published rank does not follow their published score in one place - Sri Lanka is ranked 90 with 36.24 while Ghana is ranked 91 with 38.50 - and that is stored as published rather than silently re-ranked.
