23 reference years (2002–2024), covering 50 to 120 countries, produced by the ILO and pulled through the World Bank’s indicator API (SL.UEM.NEET.ZS). The share of 15-to-24-year-olds who are neither in work nor in education or training. It catches what youth unemployment misses: a young person who has left school and stopped looking for work does not appear in an unemployment rate at all. ⚠ MEASURED, NOT MODELLED, unlike most ILO series here — it comes from the Labour Force Statistics database rather than the modelled estimates, so only countries that ran a labour force survey appear. The country set therefore changes from year to year and a missing country means a missing survey, not a missing problem. ⚠ For that reason it uses a 50-country floor rather than the shared 80: 28 thin years are dropped, and the 23 kept run from 2002. ⚠ The ILO ranks nobody, so no rank is stored; the POSITION on the statistics page is derived here by ordering the score and labelled as ours.
